Lutsk City Council delegation took part in the 4th meeting of the Democratic Resilience Network in Tallinn, Estonia
A delegation from the Lutsk City Council made a working visit to the city of Tallinn (Republic of Estonia) and participated in the fourth meeting of the Democratic Resilience Network, organized by the Swedish International Centre for Local Democracy (ICLD). The event took place from November 3 to 6, 2025, with the support of the Swedish International Development Cooperation Agency (SIDA).
The Lutsk City Council was represented at the event by: Vitalii Bondar, Director of the Department of Education; Anna Vintsiuk, Head of the International Cooperation and Project Activities Department; and Zaryna Datsyk, Head of the Youth Policy Division of the Youth and Sports Department.
The fourth meeting of the Democratic Resilience Network brought together representatives of 30 municipalities from Ukraine and Sweden to exchange experiences, study effective tools of local democracy, and strengthen partnerships. The program included lectures and presentations aimed at deepening knowledge in the areas of e-governance, digital transformation, and social cohesion. In particular, the Ambassador of Sweden to Estonia, Charlotte Wrangberg, delivered welcoming remarks and a presentation.


During group sessions for representatives of Ukrainian and Swedish municipalities, participants engaged in discussions and workshops related to project activities.
Representatives of the Lutsk City Council and the Piteå municipality (Kingdom of Sweden) presented their cooperation and the activities of their joint project “Increase young people’s interest and impact in the municipality decision making process”, which is being implemented with the support of the Swedish International Development Cooperation Agency (SIDA).


The event program also included study visits to the Tallinn municipality and the E-Estonia Briefing Centre. During these visits, the delegations learned about the Estonian model of e-governance, digital services for citizens, and the Estonian participatory budgeting model.



Representatives of Lutsk and the municipality of Piteå also agreed on the next steps in implementing their joint youth project and further bilateral cooperation.
