Lutsk delegation participates in the Swedish-Ukrainian partnership meeting in Stockholm, Sweden

A delegation from Lutsk City Council paid a working visit to Stockholm, Sweden, and participated in the 5th Meeting of the Democratic Resilience Network, held from 18 to 20 May 2026. The event was organized by the Swedish International Centre for Local Democracy (ICLD) with the support of the Swedish International Development Cooperation Agency (Sida).

The meeting brought together representatives of Ukrainian and Swedish municipalities that maintain partnership relations and implement joint projects within the network. Representing Lutsk City Council were Vitalii Bondar, Director of the Department of Education, and Anna Vintsiuk, Head of the Department of International Cooperation and Project Activities.

Opening remarks were delivered by Svitlana Zalishchuk, Ambassador Extraordinary and Plenipotentiary of Ukraine to the Kingdom of Sweden; Anders Henriksson, Chair of the Swedish Association of Local Authorities and Regions (SALAR); Johan Lilja, Secretary General of ICLD; and Annika Wäppling Korzinek, Head of the European Commission Representation in Sweden. 

During the event, representatives of the Kyiv School of Economics presented the findings of research on the democratic resilience of Ukrainian communities. Participants were also introduced to international programmes and funding opportunities for partnership projects offered by the Swedish Institute, Malmö University, and NEFCO. 

The programme also featured presentations on Swedish-Ukrainian partnership projects in the fields of urban planning and reconstruction, inclusive education, and youth participation in local governance. 

Representatives of the Lutsk City Territorial Community and the Municipality of Piteå presented the joint project "Increase young people’s interest and impact in the municipality decision making process", highlighting the activities carried out, the results of their cooperation, and plans for future collaboration.  

The meeting concluded with a final session during which participants reviewed the achievements of the network, discussed the outcomes of the partnerships, and explored opportunities for continued cooperation beyond the ICLD network, which is bringing its activities to a close.
